I just got myself a new 2tb hard drive for my PlayStation 4 and I got a USB flash drive that's been formatted so I could download the update. I finally got mine to work after hours of try and looking up stuff online with no luck. I renamed the file "PS4UPDATE.PUP" before I put it in the "UPDATE" file (usually I was naming it after placing it in the file). I didn't delete the old file that was in there. A message came up that I was downloading a duplicate file named "PS4UPDATE.PUP.PUP" So my computer already applied the .PUP so I didn't need to add it to the file name. So I removed the .PUP and just put in "PS4UPDATE" and to finally worked. Hope this helps.
